MoPR-UNDP Capacity Development for Local Governance (CDLG)

Capacity Development for Local Governance (CDLG) is a joint venture of the Government of India and UNDP which is implemented by the Ministry of Panchayati Raj (MoPR) in seven UNDAF states, namely Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan, and Uttar Pradesh. State governments and national level resource institutions are partners in the project. In each state, the Responsible Party for this project is the Panchayati Raj Department of the State Government.
Key features of the project:

  • The project has been primarily designed to provide support for implementation of National Capacity Building Framework (NCBF) by dovetailing funds from different schemes/ programmes like BRGF, RGSY etc.
  • The project seeks to develop the capacities of all governance actors especially the PRI members and functionaries at the district level and below to determine the local development priorities and ensure efficient and equitable delivery of public services through a participatory governance process.
  • It also aims to address the right to information as a fundamental mechanism for government accountability to the citizen, particularly to disadvantaged.
  • This project focuses on capacity development of elected representatives, particularly women belonging to Scheduled Caste and Scheduled Tribes and government officials at State, district and local levels for gender sensitive and inclusive planning, implementation and monitoring in support of decentralisation.
  • Taking cognizance of state government’s increased attention to strengthening accountability and transparency at all levels, CDLG aims at strengthening and institutionalizing of accountability framework in all 30 districts in the state.

Project Objective
To improve the capabilities of the elected representatives and officials of PRIs to perform their functions better
Key Components of the project:

  • Strengthening State-specific Capacity Development strategies

1.1 Support State Capacity Development strategies with a focus on gender and inclusion

1.2 Strengthen State-specific Training Institutions (SIRD)

1.3 Support development of PRI training materials and pool of trainers

    • Support to NCBF implementation in the State

  • Project monitoring, evaluation and capacity development

Project Deliverables:

  • Value addition in achieving the larger goal of PRI Capacity Building involving resources from BRGF, and RGSY for implementation of NCBF
  • Provision of resource persons and technical assistance to strengthen the State training institutions and State departments handling capacity development  of PRI representatives and officials
  • Knowledge sharing and networking opportunities to facilitate the exchange among stakeholders and practitioners

CDLG Project activities in Orissa:

  • Project proposes to develop a State Capacity Development Strategy document focusing on all the physical trainings to be imparted through BRGF and RGSY and the value addition to PRI CB through the CDLG project. It would also include a comprehensive State Perspective Plan on delivery of PRI related capacity building in a time bound manner.
  • As the Primitive Tribal Groups have been secluded from the development process, special focus is needed to mainstream this group, the project accentuates on strengthening the local governance by capacity development of PRI representatives from PTGs. So the project proposes to develop “Panchayat-made-easy” series (twenty-five training documentary films of five minutes duration on “Role and Rule Clarity and Responsibility of PRIs”) for Primitive Tribal Groups in their local dialects for enhancing their understanding. Exposure visits and special training programmes will be organized for so that they can effectively represent their needs and can make the administration more responsive in planning, managing and delivering of public services and make them accountable to these marginalized communities. 
  • A web-portal will be developed for SIRD with resource repository and web-based capacity development database for easy access of PRI members/ officials/ trainers/ Resource Persons/ CSOs/ other training institutions to the information related to PR and RD Administration and also updating their knowledge base.
  • Thematic workshops will be organized at State and National level for fostering inter-departmental convergence and policy level advocacy yielding efficient and equitable delivery of public services through participatory governance process.
  • Project will provide professional support to strengthening accounting procedures on Panchayats which is E-enabled and web-based in Orissa.
